Terms and Conditions for Submission of Expressions of Interest
The National Bank of Samoa (NBS) appreciates your interest in participating in the design and development of our new headquarters. By submitting an Expression of Interest (EOI), all participants agree to the following terms and conditions:
1. Submission Requirements
1.1 All submissions must include the required documents as outlined in the Notice of Information, including but not limited to:

Company profile and relevant experience.

Conceptual designs and proposed layouts.

Cost estimates and timelines.

Profiles of key personnel and references.
1.2 Submissions must be received by the stated deadline of February 28, 2025. Late submissions will not be considered.
1.3 All submissions must be in the format specified (digital and/or hardcopy) and sent to the contact details provided.
2. Eligibility and Compliance
2.1 Only submissions from qualified and experienced architectural and design firms will be considered.
2.2 Participants wishing to participate must sign an NDA with nbs, before any further supplementary information is released at or after the Consultation Meeting.
Participants must ensure compliance with all applicable laws, regulations, and codes, including zoning, environmental, and construction standards.
2.3 NBS reserves the right to verify the credentials, qualifications, and references of all participants.
3. Evaluation and Selection
3.1 Submissions will be evaluated based on the following criteria:
· Alignment with the project brief and objectives.
· Innovation and creativity in design.
· Cost-effectiveness and timeline feasibility.
· Experience and proven expertise in similar projects.
3.2 Shortlisted participants will be invited to a consultation meeting and site visits as part of the evaluation process.
3.3 NBS reserves the right to select or reject any submission at its sole discretion.
4. Confidentiality
4.1 All submissions will be treated as confidential. Participants agree to maintain the confidentiality of any information provided by NBS during the tender process.
4.2 NBS reserves the right to use submitted materials for evaluation purposes only.
5. Intellectual Property
5.1 All intellectual property contained in submissions remains the property of the participant.
5.2 The participant warrants that their submission, including any design concepts, is their original work and does not infringe upon the intellectual property rights of any third party.5.3 By submitting an EOI, participants grant NBS a limited, non-exclusive license to use their submission for evaluation purposes.
6. Costs and Liability
6.1 Participants are responsible for all costs incurred in preparing and submitting their EOIs, including attendance at meetings or site visits.
6.2 NBS shall not be liable for any costs, expenses, or losses incurred by participants during the EOI process.
7. Communication and Clarifications
7.1 All questions or clarifications regarding the EOI process must be directed to the designated contact person as specified in the Notice of Information.
7.2 Any communication outside the official channels may result in disqualification.
8. Amendments and Cancellations
8.1 NBS reserves the right to amend or cancel the EOI process at any time without prior notice or liability.
8.2 NBS decisions are final; no explanation will be provided on the assessment or shortlisting process.
8.3 Any amendments to the terms, deadlines, or requirements will be communicated to participants promptly.
9. Acceptance of Terms
9.1 By submitting an EOI, participants acknowledge that they have read, understood, and agreed to these terms and conditions.
9.2 Any breach of these terms and conditions may result in disqualification.
